That's the Million dollar question!
There is certainly not one magical answer, but a mix of several factors.
In my opinion, In order for a family to make a move and settle in a new town, they must have one of the following 3 (or 4) Great's:
#1. Great Need.
For example, a family being evicted and they can't find even a semi decent house in their current community. Or a family living in a 2 bedroom apartment with 6+ children. Of course that's only the case if they are honest enough not to commit to a new lease that they can't afford. There are many other examples of Great need, some of them can even make a family move overnight to another country, such as Canada or Brazil, vd"l.
#2. Great Pleaseure.
This is the case when you can clearly see (without any brainwashing) that in almost all aspect of life, the living condition will be better in the new town. This includes but not limited to: Job security, Nice and comfortable house, Easily accessible Mosdos and Shuls, Accessible shopping, Good friends and social circle, etc, etc. Unfortunately, for a lot of people in our community, the fear of degrading their immaginatory social status, takes away their pride, and diminishes the Great pleasure they stand to benefit by moving to a new Town.
#3 Great Mind and Courage.
Simply said, everyone knows that's it's in their family's best interest to move out of town, even if they are currently comfortable and not desperate to move. It takes a lot of courage and a great mind to do something drastic NOW when the major benefit will only be in the coming years.
The way I see it, most people that have a Great Need already moved out of the city or are in the final stages of doing so. Unfortunately, as time passes more and more people fall in to this category and they will start making plans to move, without any pursuasion by someone else.
Same is is true with people of Great Mind and Courage, most of them have either moved already or in the process of doing it. As more and more people leave the city, it makes it easier for the rest of us (with not such great minds) to make the right calculations and it will also require less courage.
So what needs to be done in order to cause a mass migration? Will reserve that for the plan that I will submit at the contest and maybe earn myself $500.
