Building by building, home by home, storefront by storefront, Shalom Lamm is buying up Bloomingburg. He just bought several multifamily Main Street homes in the eastern Sullivan County village.

He just closed on the senior citizen apartment complex.

He already owns the empty hardware store and cupcake-shop buildings.

All of these purchases — nearly one-fifth of the 55 or so buildings on Main Street, with several more throughout Bloomingburg — are in addition to Lamm's 396-unit, apparently-Hasidic town house development that's raised a firestorm of protest in the village of 400.

"The guy's buying the town," said Marge Rossi, a tenant of that senior citizen complex, Hickory Court.

This buying and building spree, with more to come, says Lamm, has only fueled fears of development opponents that the developer — and the Hasidim — plan to take over the one-stoplight village that sits in the shadow of the Shawangunk Ridge.

Those opponents say that Lamm plans to move the Hasidim into his buildings before The Villages at Chestnut Ridge development is built — suspicions fueled by three new signs in that old cupcake-shop building that say "Coming Soon: Bloomingburg Pediatrics, Judaica Store, Kosher Dairy Au Main."

Lamm's ultimate goal, say those opponents, is to move in the new residents in time to register to vote in the March village elections. Then they can take over the Bloomingburg government, they say. After all, only 24 people voted in the last mayoral election in the Village.

"It's all about electoral manipulation," said Michael Hassler, a member of the development opposition group, the Rural Community Coalition.

Teek Persaud goes one specific step further.

"If they get control of the village, then the zoning goes out the door," says Persaud, owner of the Quickway Diner and Restaurant, who points out Lamm is paying much more than the assessed value of some of the properties. "Then they can do whatever they want."


No new voter registrations so far

Lamm — who uses words like "haters" to describe many of the project opponents — says he's not buying the buildings to move in the future residents of Chestnut Ridge. As he's often said about the development on Winterton Road, anyone can buy or rent one of his properties.

Still, according to an article in this week's Five Towns Jewish Times, a Hasidic rabbi just announced that families are being offered subsidies of $1,000 per month to become the first to move to the "Satmar community in Bloomingburg" — an apparent reference to the town houses.


"We're not doing this to quickly move in Chestnut Ridge homeowners," Lamm said. "I hope lots of other people put down deep roots here."

When he was specifically asked whether he wanted to move people in before the election so they can register and vote, Lamm would only say: "I'm not going to respond to every single charge. I've invested tens of millions of dollars in Bloomingburg, and intend to continue doing so. I believe in the future of Bloomingburg."

As of Friday, the Sullivan County Board of Elections said there were no recent new voter registrations in Bloomingburg.


Incentives for tenants to move

Even though some development opponents say the current tenants of the rental apartments are being evicted, Lamm flat-out denies he's forcing anyone out.

"No one's being evicted," he says.

But he doesn't deny that he — and his various companies — would like some of the tenants of the just-purchased buildings to leave their apartments.

"Have we offered people incentives to move? Yes," he says. "But the haters would want you to think we're forcing people out. That's just not true."

In fact, one tenant of a building Lamm just bought on Main Street was recently told by his landlord that his lease wouldn't be renewed, which meant he has to move when it expires. He was given the option to end that lease as soon as possible and get back the security deposit.

"There wasn't any eviction notice," said Fred Mulharin. "But the landlord indicated they would want us out as soon as possible."

Still, when a senior citizen got a letter that her building was being sold and she had to send her rent checks to one of Lamm's new companies, she grew fearful.

"I thought I'd stay here the rest of my life," said the woman who didn't want her name used for fear of reprisals.

But another resident of the complex that had water and heat problems during the sale is pleased with the "incentive" she got to move before her lease expires, which was double her security deposit.


"It's not as bad as everyone makes it sound," said the woman who only would give her name as Janice.


Some residents wait, wonder

The uncertainty over the future — and of being seen as sympathetic to Lamm and his plans — is one reason some business owners and residents in the village dotted with empty shops do not want to say how they feel about Lamm's purchase of so many buildings, on top of the influx of some 396 new families in his development.

"I just don't know what to think anymore. I'm just waiting to see what's going to happen," said Nancy Glielmi, who runs the Riverside Deli and Pizzeria. "From what my customers tell me, everybody's looking to sell."

But Keith Williamson of Keith's Komplete Upholstery and Design is willing to go on record in apparent support of Lamm, who also bought and renovated the Wurtsboro Airport and refurbished an old restaurant for a new Town of Mamakating library.

"Is he an American citizen? Then he has every right to buy what he wants," said Williamson.

As for Lamm?

He provided a statement — excerpted here — to sum up his position about Bloomingburg's "exciting future." It's a statement sure to rile the residents who feel their village is being sold out.

"Having already invested tens of millions of dollars in Bloomingburg, Black Creek (his company) is committed to the Village. We will continue to identify new opportunities to invest in housing, retail and commercial spaces. I have every confidence that these investments will bring new opportunities to the residents of Bloomingburg. I'm grateful for the very positive feedback and expressions of appreciation that I've received from Bloomingburg residents about the direction and future of the Village."
