in a lot of upstate courts it works like that, (including in the catskills (at least in south fallsburg and I think in monroe as well) that before they start anything they offer you a pleabargin meaning they offer u to plead guilty for a lesser offense and "puter an eisik" for example for a minor violation that u usally get 2 points and a fine they would offer you a parking violation (no points but some fine) on bigger violation like speeding more then 20 over speed limit they might offer a minor violation like speeding under 10 over the speed limit with 2 points etc. instead of going to trial. Its usally worth accepting the offer (unless you have a out of ordernary good defense.
Your asking if u should drive up? but you dont say what you usally do when they dont offer you this .It all depends how much u earn an hour... If you would learn Torah in that time... etc. In any case if you dont want to plead guilty, you or a lawer repsenting you will have to go down either for pretrial or for trial (which as explained before its usally not worth to go to trail) so make your cheshbin if your time /loss of buissness etc. is more or less worth then hiring a lawer bihatzlucha miribah!!

limasah in upstate they still do it big time (at least in some courts)
btw if your ready to go down there is usally no point in hiring a lawer, they will offer you the same thing as the offer the lawer gets (mines the hefty lawer fee...)

first of all i'm sorry that i write in english since i don't have yiddish on this (I used to write yiddish with english letters but the olim complained that it's easier to read english then yiddish with english letters)
limasah it's hard to give such statistics unless someone made a real statistic which I highly doubt . Besides even 10% is still a risk and the fines aren't usally so high (like $75 if its a reg. ticket) What might be a eitzah is to ask if you can speak to the police officer about the pleabargin instead of with the d.a. and then if they tell you he is not here, then you have a bigger chance that he won't be there but it's still not a sure deal becuse he can come latter etc. (also I belive that even the officer dosn't come down if they realy want (they usally don't unless it's a bigger thing) they can proceed without the officer with just the d.a. taking the stand, even though they have much slimmer chances to win you in such a case.
Also in the above case were they wrote him explicitly that it's only a "pre trial confrence" and not a trial date (in other courts they write it's pre trial confrence but if no plea bargin will be made then trial will follow right then after confrence) he won't be able to know if the police officer will be present at trial.
another eitza might be to call in that town's preicent and ask to speak to officer signed on the ticket since in upstate there is a higher tendency of officers changing job's etc.(specialy if ticket was over 6 month's or so )So if he is not there you can ask when he is usally in and if they answer that he no longer works there, you have much bigger chances that he won't come down (but even then it's not a guarentee that he won't come since I belive he will still get paid for his time if he comes down). It all comes down to, do at your own risk and also in these little town's they basicly all make shobbis far zich so every town is a drop diffrent even though they are mostly simaler.
Another thing I just found out today is that in monticello the also give you the option of doing a pleabargin online without having to come down to court! (if the court date is still at least a few weeks away) So it might be a good idea to call that town court, explain that you live a few hours away and ask if there is any way to make the plea on phone/fax /internet/reg. mail etc. even tough they can be pretty rishesdig with their red tape mishigasin if if it's not their regular thing but it never hurts to try. kol tiv!!

p.s.
I forgot to write that Iam not only assuming that it's a risk, but I have acutaly wittnesed it lately in an upstate court, were the officer did come down to court. one case was with a heimesher yingerman, they offered him a pleabargin which he refused and then he regreted it ,since he lost the case and he got 4 points instead of 2 +fine!

I am talking about the upstate courts (I think I saw it in moroe court ,can't gaurntee that all upstate courts are the same but I have heard so from other people as well
