One of the largest employers in the Brooklyn Navy Yard, B&H Foto and Electronics Corp., appears likely to leave the city when its lease expires in 2017, heading upstate to build an expanded facility for the warehouse and online-commerce operations of the famed West 34th Street consumer electronics retailer.
Government officials in Rockland County said B&H planned to move the Navy Yard portion of the business, which employs about 300 people, to Chestnut Ridge, N.Y., located a couple miles from a Hasidic community. The retailer, founded on the Lower East Side in 1973 by Blimie and Herman Schreiber, is one of the most prominent Hasidic-owned and -operated businesses in New York City, generating an estimated $380 million in revenue annually, according to Dealerscope magazine's 2012 yearly ranking. Online sales generate roughly 70% of its revenue.
A company associated with B&H bought a 158-acre plot after it considered multiple properties, according to members of the Rockland Economic Development Corp.
The company, Chestnut Ridge Venture LLC, bought the land for $9.3 million from the Edwin Gould Foundation for Children in December 2012, according to a deed obtained from the Rockland County clerk's office. The LLC was created in November of the same year.
The expansive property formerly housed an academy for children with special needs and is not zoned for industrial use. The existing buildings are aging and haven't been occupied for nearly a decade, said Steve Porath, executive director of the Rockland County Industrial Development Agency. Its major value is its size and relative proximity to Manhattan, about 30 miles south of the site.
Long negotiations
A spokesman for B&H would say only that when its Navy Yard lease expires, it would consider locations in the tristate area, but declined to be more specific.
However, B&H negotiated with the Navy Yard for more than three years about several possible sites, including moving to another building on the 300-acre property or constructing its own facility, said someone familiar with the talks.
B&H has been constrained in its current location, as Steiner Studios expands around it amid a boom in the city's film- and TV-production industry.
The B&H move comes at a crucial time for the Navy Yard. The nonprofit office and industrial park sits on city-owned land and has received millions of government dollars for infrastructure improvements. It aims to be self-sufficient by 2015.
The number of people that B&H employs at the yard swells during the holidays, when orders for its cameras and electronics increase. When the company vacates its current space in Building 664, Steiner Studios, the yard's largest employer, will expand into the building with around 300 of its own employees.
While the Navy Yard is seen as a savior of local manufacturing, many of B&H's jobs at that location are warehouse positions, which do not pay the higher wages often associated with manufacturing jobs.
"You never want to lose any jobs, but there is this flowering and opening up of new businesses in the city and the yard. You see again and again small companies emerging," said Adam Friedman, director of the nearby Pratt Center for Community Development.
"It becomes much more challenging when you get to B&H's size," he added. "At that point, real estate costs can become overwhelming."
Living-wage push a factor?
The decision by B&H to leave the city also comes during a changing political climate, when presumptive new mayor Bill de Blasio vows to expand living-wage and paid-sick-leave legislation. A living wage would be at least $10 an hour with benefits, or $11.50 without. Businesses at a city-owned and -subsidized facility like the Navy Yard would presumably be targets of an expansion of such laws.
Another major warehouse at the Navy Yard, Mercedes Distribution Center, threatened to move to Pennsylvania if the living-wage bill is expanded, although the company has not made any indication that it will leave. In fact, it plans to increase its space, according to the Navy Yard.
